The Enterprise for Employment and Education is a small but dynamic nonprofit organization led by a results-oriented, highly motivated board of directors. The Enterprise serves as the Local Workforce Investment Board for Marion, Polk and Yamhill counties, Oregon. Since incorporation as a non-profit in 2007, the Enterprise has been working to fulfill its vision that Oregon’s Mid-Willamette Valley will have the skilled workforce necessary for businesses to locate, stay and thrive here. Its mission is to identify current and future workforce needs and solutions that promote business recruitment, retention and growth. It conducts work toward this mission with the support of Mid-Willamette Jobs Council, consisting of nine Chief Elected officials for the region. The Executive Director staffs the Jobs Council as well as the Enterprise for Employment and Education board.
Purpose: This position performs executive duties involving the direction, funding, and management of the organization’s programs and staff in the attainment of Enterprise Board and Jobs Council goals and objectives. The Executive Director is responsible for providing comprehensive leadership to fulfill the organization’s vision, mission, strategy, annual goals and objectives that deliver stakeholder value.
Essential Functions:
- Create and manage a dynamic organization challenged to innovate and exceed performance expectations.
- Manage and direct all day-to-day operations and functions.
- Oversee the recruitment, hiring, training, supervision, evaluation and assignments of all staff.
- Act as the chief executive officer for the Enterprise for Employment and Education board and Jobs Council, responsible for vision, goals, strategic planning, and implementation.
- Identify, develop, and recommend region-wide policies regarding workforce issues.
- Oversee the execution and administration of federal, state, local and foundation grants and contract-funded programs in conformance with board direction, and in compliance with governing laws, regulations and policies.
- Oversee the development and operation of systems including reporting, technology, human resources, communications, monitoring and risk management in order to provide timely analysis and evaluation to the boards for all funded programs and Enterprise functions.
- Oversee management of accounting and financial affairs. Ensure appropriate control and use of funds and provide necessary reporting and assurance of responsible fiscal management to the board and Jobs Council.
- Oversee the preparation and management of grant proposals, contracts and procurement.
- Work with the board and Jobs council to carry out their decisions.
- Interpret labor market and other data to drive current and future workforce programs.
- Work with the board and Jobs Council to develop, implement, and revise strategic plans as necessary to meet their vision and goals, and to ensure continuous improvement.
- Regularly inform and confer with the board and Jobs Council regarding progress, issues and activities.
- Make public presentations and communicate with the community on workforce and Enterprise issues.
- Collaborate with regional partners to develop regional workforce development policies.
- Link workforce development with economic development activities.
- Represent the Enterprise at state, regional, national forums, and conferences.
- Perform other duties as assigned.
Minimum Requirements:
- Five to seven years demonstrated experience leading/managing a complex organization.
- Bachelor’s degree in business, public administration, or related field. Master’s degree preferred. Related experience may be substituted.
- Demonstrated ability to:
- Manage employees to high levels of performance.
- Steer an organization into new business models while assuring a high level of risk management.
- Achieve organizational goals through collaboration and consultation.
- Balance multiple, competing interests especially from the public and private sectors.
- Communicate effectively both verbally and in writing with the diverse representatives of education, local, state and federal government and business communities.
- Implement performance management systems.
- Demonstrated political acumen and skill in synthesizing input from a diverse variety of interests into a coherent strategic agenda.
- Highly developed public relations skills (e.g. representing to organizations or groups in public forums, working with the media, communicating issues to elected officials, community members, etc.).
- Ability to travel locally, regionally, or nationally to attend seminars, conferences or meetings.
- Ability to use appropriate technology (especially Microsoft Office software programs) as communication and data-gathering tools; ability to foster an environment encouraging the use of technology by all staff.
- Working knowledge of budgeting and fiscal controls.
- Working knowledge of grant proposal writing and legislative processes related to developing funding sources.
- Understanding of public and private workforce development and educational systems, including K-16 public education and training highly preferred.
- Knowledge of the Workforce Investment Act and of workforce development strategies, programs, and processes.

This is a tremendous opportunity for an experienced Controller to serve as a key member of a small executive management team reporting to the President. We are a member of the Johnstone Supply Co-op, operating 13 locations in three states, headquartered in Tigard, Oregon.
RESPONSIBILITIES:
· Develop and manage overall budget. Manage accounting processes, systems, and measurement criteria to support the company’s business operations in the most cost effective manner possible.
· Provide timely and accurate analysis of budgets, financial reports, and financial trends.
· Responsible for the accuracy of all company financial data and statements and the establishment and management of accounting policies, procedures, controls, and documentation.
· Interpret operating results as they affect the financial aspects of the organization and make specific recommendations for cost reduction and/or profit improvement.
· Oversee company cash management and serve as final point of escalation for accounts receivable issues.
· Serve as key point of contact for external accountants, insurance providers, lenders and lessors.
· Provide oversight for Human Resources, Accounts Receivable, Accounts Payable, Payroll, Benefits, and general accounting staff.

· Strong PC skills and knowledge of financial accounting systems

PRIMARY PURPOSE: Direct all credit and collection activities. Determine customer credit capacity. Direct compiling of credit information. Analyze and interpret available information. Determine action to take in collection of past due accounts, where normal collection procedures have been ineffective. Determine terms. Prepare data showing credit activities analysis and status of accounts. Administer methods and procedures. Formulate credit and collection policies, methods and procedures in order to secure company assets.
RESPONSIBILITIES: Responsible for all collection calls and customer contact. Assign and maintain credit limits/open account approval. Establish credit accounts for new customers. Establish, enforce, and review credit policies. Manage UCC filings/construction liens. Consignments. Review/approve bad debt write-offs. Run monthly sales tax exemption report. Work with credit/collection attorney. Attend monthly NACM meetings. Provide monthly accounts receivable aging to senior management. Prepare monthly account analysis and present to senior management. Process, review, and mail month-end customer statements. Attend customer meetings with Territory Managers. Manage Credit Assistant.
QUALIFICATIONS: Minimum 5 years experience – preferably in wholesale/trades environment. Four-year degree preferred; or equivalent combination of education and experience. Working knowledge of credit, collection, and lien laws. Supervisory or management experience preferred.
