Federal Contractors Required To Use New Census Data

The Department of Labor Office of Federal Contract Compliance Programs (OFCCP) issued a notice to contractors that by January 1, 2014 federal contractors will be required to start using the 2006-2010 EEO Tabulation to develop Availability Analysis and Placement Goals reports in their Affirmative Action Plans. Since 2005, until the publication of this new data, contractors have been required to use 2000 Census data.

The 2006-2010 EEO Tabulation is based on data from the Census Bureau’s American Community Survey (ACS) for years 2006 through 2010, whereas the data previous available for AAP development was only year 2000 Census data. The Census Bureau believes this new data provides a more detailed picture of the labor force.

Cascade Employers Association has already updated systems to develop Affirmative Action Plans using the new 2010 EEO Tabulation. All Availability Analysis and Placement Goals reports reflect the new Census data source.
