On June 17, Governor Brown issued a statement regarding new face covering requirements and an update on counties eligible to enter into Phases 1 and 2.
Starting next Wednesday, June 24, individuals will be required to wear face coverings in all indoor public spaces in Multnomah, Washington, Clackamas, Hood River, Marion, Polk and Lincoln counties. The statement did not define what qualifies as an “indoor public space” beyond providing an example of grocery stores and other businesses. We are seeking clarification and will provide an update once more is known.
On Friday, June 19th, Multnomah County will be approved to enter into Phase 1 of reopening. Marion, Polk and Hood River Counties will be approved to move into Phase 2. Washington, Clackamas and Lincoln counties have not applied for Phase 2.
Governor Brown also stated that she is prepared to reinstate “Stay-at-Home” orders if hospitalizations spike too rapidly or if the capacity of the healthcare system is threatened.
Earlier this week, the Oregon Department of Human Services (DHS) and Oregon Health Authority (OHA) finalized a comprehensive, statewide COVID-19 testing plan for long-term care facilities with more than five residents. The first phase of the new requirements will require all employees to be tested and also offer testing to residents starting on June 24th. The second phase of the plan will require facilities to develop and implement ongoing monitoring plans, including regular testing of employees.
